7) Items/Planning for Next Agenda/Meeting

The PRA Board will reconvene on Wednesday 04.11.12 @ 7:00 – with the Landslide remaining front and center, along with its enhanced membership communication plan and other initiatives.

Here are the initial recommendations your PRA Traffic Committee communicated to the CSPNC Committee:

Objectives:

➢ Minimize non-resident traffic and parking issues.
➢ Ensure safe traffic flow through out the neighborhood.
➢ Direct non-resident traffic to the Nature Preserve and White Point.

PRA Board Recommendations:

➢ Round-about at Paseo Del Mar and Weymouth
o City reports indicate the area is stable.
o Place round-about in the wide area just within the current fencing.
o Do not allow parking – red curbs and/or no parking signs.
o Install energy efficient lighting to assist nighttime traffic.
o Remove temporary fencing and replace with fencing consistent with current fencing on Paseo Del Mar.
o Low cost solution.

➢ Nature Preserve / White Point Signage
o Place directional signs for the Nature Preserve and White Point at 25th Street / Gaffey and 25th Street and Western.
o Signs should decrease traffic in the residential area for visitors to the Nature Preserve and Landslide viewers.

➢ Round-about at Paseo Del Mar and Barbara
o Convert the intersection into a round-about allowing traffic to make a safe u-turn.
o The round-about should slow down traffic sufficiently to allow for the elimination of the stop signs on Paseo Del Mar at Barbara.

➢ Nature Preserve and Landslide look-out
o Place an elevated look-out on the White Point side of the landslide to allow the viewing the landslide area.
o The look-out will bring more people to the Nature Preserve where there is adequate parking.
o Should reduce currently impacted residential parking on the Weymouth side of the landslide.

➢ Widening of Hamilton Ave between Barbara and Patton
o Resolve easement issue and make Hamilton a safe width for the increased traffic due to the closure of Paseo Del Mar.

Paseo del Mar stress near Pt. Fermin – Update

LA City Harbor District Storm Water staff went out to the area between Mossy Rock and Joan Milke Flores Park at Paseo del Mar to observe the pavement issues described by resident Mona Reddick.  The roadway from the west end of Pt Ferman Park to Roxbury Ave was observed for the reported distress.

The City staff found somewhat aging asphalt concrete (AC) pavement in fair to moderately good condition with wear and minor separation at the apparent construction joints where the pavement was originally laid down.  This is a common occurrence when wide reaches of pavement are laid down in 8-12 foot wide courses with longitudinal overlapping construction joints (pavement laid edge-to-edge in adjacent strips).  As described by the City, the pavement may either shrink slightly in some cases, or often wears faster at the junctions than within the main course due to slightly lower strength at the edges of the course.

Some limited distressed areas were found west of the entrance to Joan Milke Flores Park, apparently due to the age of the paving.

Photos show how the splits in the pavement are at regular intervals across the roadway in the same way that the AC pavement is installed.  The regular arrangement of the wear or split lines is especially clear in photos provided, perfectly showing the arrangement of asphalt courses when laid down.

We called in Service Request no. 1108 4784 to Bureau of Street Services to have “cracks or splits in the pavement repaired.”

Any question of underlying earth distress will have to be answered by a geologist or geotechnical engineer, including geologist Craig Kunesh.  Therefore all that is reported at this point is pavement with moderate aging issues.

The National Oceanic and Atmospheric Administration’s “Montrose Settlements Restoration Program” (MSRP) announces a public meeting to present its “Draft Phase 2 Restoration Plan”. The meeting will be:

Background: MSRP was developed in 2001 to oversee restoration of resources harmed by DDT and PCBs in the Southern California Bight. The six federal and state agencies that administer this program work with local resource agencies, non-profit organizations, scientists, and other technical experts to implement restoration projects and monitor recovery of resources that were harmed. MSRP, celebrating ten years of restoration planning and implementation this year, has many successes to share with the public and looks forward to continuing this important work in the future. Currently: The MSRP Trustees are seeking public review and comment on the Draft Phase 2 Restoration Plan. The plan includes proposed restoration projects for recovering natural resources harmed by DDTs and PCBs in the marine environment of southern California. At the upcoming public meeting, members of the public will learn about restoration projects that have been completed during Phase 1 restoration and what MSRP is proposing to do in the next phase. The official public comment period begins on October 17, 2011 and ends on December 19. The Draft Phase 2 Restoration Plan is available on our website to download for comment at www.montroserestoration.gov . Comments can be sent to msrp@noaa.gov .

Business at the Corner Store is down 25% since the landslide closure on Paseo del Mar. Let’s help out our friend, Peggy, who does so much to help neighbors. She holds fundraisers or helps out White Point Elementary School and various local non-profits like the Pt. Fermin Lighthouse, White Point Nature Preserve, Marine Mammal Care Center, etc. The Corner Store is the heart of the Palisades. Let’s help keep it in business! Spread the word.

Hours are 6ish -6pm Monday – Friday and 7-7pm on Saturday and Sunday.

September Palisades Events

Every Saturday at 10am: Ranger Walk at White Point Nature Preserve

Saturday, September 10 until 6pm: Ćevapčići Festival. Join us for a taste of Ćevapčići, visit with friends, listen to ethnic music and surf rock sounds, dance the kolo to tambouritza bands, drink coffee and check out fantastic art by local artists.

Ćevapčići is named after a ground meat, beef & lamb combination. It is grilled & served with Ivar sauce. It’s common to the Balkans, & shared by many of the ethnic groups in the region. This year, we will have food vendors, a craft fair, & non-stop music, from Tambouritza to Surf Rock, from noon to 6pm. The Whale & Ale will be among the food vendors, – serving grilled Ćevapčići & Tzatziki sauce: (yoghurt, cucumber, garlic, lemon). There will be cultural activities for children, along with demonstrations on the Kolo, making Greek coffee, & how to grill ćevapčići.

Saturday and Sunday, September 10+11: 20th Anniversary Festival of Philippine Arts & Culture (FPAC 20) at Point Fermin Park. This is an annual series of multidisciplinary arts events that includes art exhibits, literary readings, performances, and film screenings, that all culminate in a two-day festival weekend. http://filamarts.org/fpac20.htm

Sunday, September 11, 2011 at 2:00pm: Tongva Nature Walk at White Point Nature Education Center
The Palos Verdes Peninsula Land Conservancy is offering a new interpretive hike led by Naturalists to explore the four demonstration gardens surrounding the White Point Nature Education Center to learn about the indigenous plant uses and culture of the Tongva people that once occupied the Palos Verdes Peninsula.  The walks will be held every second Sunday of the month at 2:00 pm.  The cost is $5 per person and ages 7+ are welcome.  Space is limited so please RSVP.  Visit http://www.pvplc.org or call (310) 541-7613 for more information.

Recent Area Crimes

Two Palisades-area crime reports showed up in Thursday Police Log in the Daily Breeze this week:

Robbery. 8 p.m. Aug. 25, park/playground, Paseo del Mar and Meyler Street. An unknown number of people approached and surrounded a 19-year-old man. One simulated a handgun and took unspecified property.

Residential burglary. Aug. 25-26, single-family dwelling, 700 block of West 25th Street. Someone forced open a window at a residence, breaking a lock, then entered and took miscellaneous items.

Keep your eyes and ears open. Let’s watch out for each other.

Beer and Wine Tasting for the Point Fermin Lighthouse Society 5/14

The Corner Store is hosting a Beer and Wine Tasting for the Point Fermin Lighthouse Society on Saturday, May 14th.

The tasting times are 1:30, 3:30 and 5:30. Pre-registration in strongly suggested. The cost is $15 per person which includes at least 7 wines, 5 beers, appetizers, live entertainment, a silent auction and great raffle prizes.

Cliff Rescue

Tonight there was a cliff rescue at Wilder’s Annex near Roxbury Street; One vehicle over the side. L.A. Fire Department searched by ground, air & water. One patient only, 42-year old female was rescued & transported to the hospital in fair condition.
