CSPNC Board Seats Open, (S)Elections at WPNP

Just in case you didn’t see the “Get on Board” mailer, need an extra push or see an announcement in some form of media, Governing Board Seats on the 2013-2014 Coastal San Pedro Neighborhood Council are up for (S)Election on May 18 at the White Point Nature Preserve Nature Center from 10:00 – 3:00. Free refreshments, Naturalists and of course, voting!

But before that happens, you still have a few days to submit your name to be publicized via CSPNC’s Coastal Currents to the entire neighborhood – to be voted on.

You gotta admit (with PRA’s help and initiation of several key issues affecting us), CSPNC has done a stellar job serving this neck of the woods on behalf of the residents and is a good place to bring issues needing solving. Maybe it’s your time to lead.

At the very least, there will be announcements soon re: the PRA Board, Annual Meeting, and yes, dues! Membership is an integral part of the fuel that drives the communication in this neighborhood.

CSPNC | January Motions near the Ocean

Three motions were passed during the Coastal San Pedro Neighborhood Council last week that is of interest to Palisades Residents.

They are:

PUBLIC SAFETY MOTION | Alma Street Signage

The Coastal San Pedro Neighborhood Council requests that the City of Los Angeles Department of Transportation immediately post weight limit signs on Alma Street entering from 25th Street and also from 37th Street, and that those weight restrictions be enforced by LAPD Trafﬁc Patrol ofﬁcers.

PUBLIC SAFETY MOTION | Alma Street

Whereas the City of Los Angeles Bureau of Street Services and Bureau of Engineering, and Department of Transportation have identiﬁed numerous structural deﬁciencies on Alma Street between 25th Street and 37th Street, and

Whereas Los Angeles Police Department records document accident rates on this section of Alma Street far exceed the combined total of all Proposed Bond Eligible Streets in the Coastal San Pedro Neighborhood Council District, and

Because the Coastal San Pedro Neighborhood Council is aware of and concerned by the public safety issues identiﬁed by Los Angeles City and County agencies,

Therefore, the Coastal San Pedro Neighborhood Council requests a meeting with CD15 and representatives from the above mentioned departments to re-designate Alma Street between 25th Street and 37th Street from a Proposed Bond Eligible Street to a Priority Street so that funds can be allocated to make required repairs immediately, or, to close Alma Street to local trafﬁc only until all public safety hazards can be mitigated.

LANDSLIDE MOTION | White Point ad hoc Landslide Committee

Whereas the County of Los Angeles Coastal Development Permit No. 5-12-28 applicable to the newly rerouted storm drains at 1600 South Paseo Del Mar (east of White Point Landslide) includes the statement, “Once a final decision has been made regarding the repair of Paseo Del Mar, the Los Angeles County Flood Control District intends to develop and implement plans to relocate the storm drains to a location and alignment that is compatible with the repair to Paseo Del Mar, and will submit a separate application for a permit from the Coastal Commission for such work at that time.”

Therefore be it resolved, the Coastal San Pedro Neighborhood Council requests the California Coastal Commission and County of Los Angeles ensure that the referenced storm drains be replaced as soon as possible with a solution that eliminates the negative effects resulting from the current storm drains, including erosion, threat to public safety (the current above-ground piping is used as a stairway), and aesthetics in the otherwise beautiful coastal bluff area.

Further be it resolved, the Coastal San Pedro Neighborhood Council requests that the City Council District 15 support the above CSPNC request as stated to the California Coastal Commission and the County of Los Angeles.

White Point Landslide Progress

Here’s a report from Bruce Biesman-Simons. PRA’s posting this is a little dated, however Bruce provides an accurate account related to the status of the White Point Landslide – one year later…

Work is in progress to make the area safer, at least temporarily.

The top edge of the scarp – the fracture line on the land side has been “laid back” at a 1:1 slope. Essentially the adobe layer down to the initial “bedrock” of Monterrey shale.

Most of the asphalt and concrete has been removed from the top of the “island” – except around the now famous palm tree.

Big concrete pipes have been removed from the beach.

The remainder of the debris is being removed from the “graben” – the low area between the scarp and the “island”.

The bottom of the graben is being graded so that there is positive drainage toward the ocean.

They plan to create an area near the west end of the graben to allow sediment to settle before it discharges onto the beach/ocean.

They plan to begin drilling and installing sub-terranean perforated drainage pipes at the southwest corner of the preserve starting in December. Intent is to prevent sub-terranean water buildup adjacent to Weymouth Ave. and nearby houses.

In early 2013, they plan to begin drilling and installing tie-back anchors to stabilize the coastal bluff face between the landslide and Weymouth Ave.

SOCIALLY CONNECTED |
Coastal San Pedro Neighborhood Watch – plugged into LAPD. If you have not already added yourself (Facebook account needed), now’s the time. Very informative and relatively up to the minute for residents of the Palisades, South Shores and General Vicinity.

WHITE POINT LANDSLIDE |

Watch the (City’s) latest update on the “stabilization” progress. Many residents are increasingly interested in the original cause, in addition to the preparation of one of the couple of road restoration options and interim activity leading up to it.

MIRACLE ON 37TH STREET |

That’s right – the Corner Store is delivering once again – a great neighborhood event on December 21, beginning at 5:30. Make sure to check out all the very cool, popular kids and local Holiday gift items available in store beforehand though, as they are likely to be sold out by the 21st!

Landslide Advisory Progress

Updates for Palisades residents will continue regarding the engineering developments within the slide area and more so, solutions to reopen Paseo Del Mar, will be posted here, following the first of a handful of new Advisory Board meetings held by Councilman Joe Buscaino and the Bureau of Engineering on Monday.

These meetings arrive on the heels of all the hard work by City and County agencies, the pro-active CSPNC adhoc Landslide Committee, your PRA Board and Traffic Committee – and you, the Palisades resident.

No matter which option is chosen for fixing and reopening Paseo Del Mar (no current timetable), it would appear that some of the traffic flow improvements and beautification enhancements proposed years ago by the PRA Board for Paseo and neighborhood may be in sight.

SPHS Olguin Campus Update

SPHS Olguin Campus Administrators have decided to open the Alma Street entrance during full operating hours, (7:00 am to 5:00 pm, on school days beginning November 26, in addition to the six one-way bus trips during lunch and nutrition used since the campus opened.

While traffic has nearly doubled since the closure of Paseo del Mar due to the White Point landslide, still in consideration is which entrance buses will be used at the start and end of the school day. Also, with the gate opened, parents are directed to drive onto the campus, drop off students, then exit – rather than an Alma Street “drop-off”.

While there are multiple challenges, additional considerations and potential actions by CD15 include a new EIR, Speed Humps on Alma and extending the sidewalk on Alma to 37th.

The Traffic Guard is reinstated on Gaffey Street and 32nd Street to assist students crossing Gaffey.

San Pedro High School, John M and Muriel Olguin Campus Open House

Residents are invited this Thursday, August 9 at 5:00 to LAUSD’s Open House and Ribbon Cutting of the new state of the art SPHS John M. and Muriel Olguin campus.

Join Superintendent John E. Deasy, Board Vice President Dr. Richard Vladovic, along with Principal Jeanette Stevens, students, parents and dozens of your friends and neighbors.

The school, opening on August 14 with approximately 500 students, features a Math / Marine Science and Police Magnet, along with new athletic facilities where multiple Pirate teams will practice and play.

The address remains 3210 South Alma (no access from Alma), but the entrance is at 32nd and Gaffey.

White Point Landslide Report now available

After months of galvanizing. collaborative community and neighborhood leadership by Terry Miller, Dave Behar, Mike Browne, Richard Havenick and the Coastal Neighborhood ad hoc Landslide Committee, the City’s Engineering Team and related agencies, including Council District 15, have released the report we have been waiting for.

Department of Engineering committed to completing the Palisades Residents Association initiated “turnarounds” at the ends of Paseo Del Mar, within the next few months for the needed temporary traffic flow and crime mitigation solution.

Preliminary (new) FAQ form the City:
1. Is the land currently stable?
Yes. No movement has been detected since the November landslide.

2. What are the causes?
Water and gravity. Precipitation, irrigation, and to a lesser extent, coastal bluff erosion may have contributed to the development of the White Point Landslide. Residential development in the area may have also contributed to the landslide because of its influence on groundwater infiltration.

3. What needs to be done immediately to protect the area around the slide?
Dewatering, ground anchors, and grading should be done before the next rain season. This will cost $6 to $7 million and will be undertaken immediately by the City.

4. What are the options for long term remedies?

1) re-routing the road around a landslide buffer zone ($4 to $8 million)
2) partially re-grading the landslide debris and adjacent area to restore the road to its previous alignment across the existing landslide ($4 to 8 million)
3) supporting the road at its previous alignment with a soil buttress ($42 to $50 million)
4) supporting the road with a retaining wall ($22 to $27 million)
5) or spanning the landslide with a bridge ($57 to $62 million)

These 5 options have obvious financial concerns and some legal implications that will need to be considered in the upcoming months. Most importantly, the public will be consulted to come up with the best solution for the immediate neighborhood and the community at large.

White Point Landslide Geotechnical Report on Monday

Yes, that’s right, it’s almost here.

Originally scheduled for mid April, City of Los Angeles Engineer Gary Lee Moore will present findings of the geotechnical report about the White Point Landslide at a public meeting this Monday, June 18, 6:30 PM at White Point Elementary School Auditorium at 1410 Silvius Avenue.

As we understand it, the report will detail factors that contributed to the slide, as well as proposed repair options, along with estimated costs associated with each. The written report will be available the following day, on the Dept. of Engineering website.

Interestingly, Community leaders and elected Board members from Coastal San Pedro Neighborhood Council, CSPNC ad hoc Landslide Committee – who serve the City, nor your PRA Board, and/or PRA Traffic Committee, have not been provided or debriefed with this information or consulted with in preparation for this meeting. This means we’re all hearing it for the first time at the same time.

Your CSPNC and PRA Boards will hold their monthly meetings at the regularly scheduled times. CSPNC will hold their Board Session also at 6:30 Monday night 06.19 at the Cabrillo Marina Community Room.

CSPNC Meeting Tonight

Hear the motions related to early stage solutions for the White Point Landslide, as proposed by the CSPNC Landslide Committee – at 6:30 tonight at the Cabrillo Marina Community Room, adjacent to the Doubletree Hotel.

Many of your fellow PRA Board members carried over these recommendations from the PRA Traffic Committee – including increased signage, traffic circles at Weymouth and Paseo Del Mar and at the West end of Paseo Del Mar near the White Point Nature Preserve Parking Lot, widening Hamilton between Patton and Walker, and traffic mitigation on Alma.
