Angels Gate Cleanup Meeting

A draft plan to remove soil contaminated with lead-based paint, arsenic, total petroleum hydrocarbons, semi-volatile organic compounds, dioxins, and organochlorine pesticides including dieldrin and chlordane at the proposed South Region High School #15 is open for public review and comment.

The Department of Toxic Substances Control (DTSC) will hold a Remedial Action Plan (RAP) Public Meeting for South Region High School #15 to answer neighbors questions and concerns:

The draft Remedial Action Plan and other related project documents for this site are available for review and public comment.   1. I attended the meeting last night. Get ready for another Belmont.

    The agency that approved the construction of Belmont Learning Center is the same agency that is overseeing the clean-up for SRHS#15. There are numerous toxins in the buildings and the soil at the site. DTSC ‘told’ us at the meeting what, how and when this was going to be done. Of course there were many angry residents to voice their concerns regarding the dust, diesel fumes from 400 trucks (30 per day) and the transporting of contaminated soil across our community.

    In regards to dust particles, the RAP document states that work will stop if winds exceed 25mph for 15 min. We asked how that will be monitored and they replied that the have equipment that will record data and it will be reviewed. Obviously, that was not a sufficient answer for the audience. We requested that they install a monitoring device that will sound an alarm to indicate work stoppage. Something that cannot be overridden or disconnected. They agreed to ‘look into’ that.

    Some of the attendees requested that the DTSC consider this project as an extemporary effort. They were also reminded that the Oiled Bird facility and the Marine Mammal rescue center are really hospitals for sick animals and they should take extra care in protecting them.

    The most encouraging comment was made by Father Charles Ward of the small Catholic Church that sits right off Leavenworth. He said that the church purchased a portion of Leavenworth that runs along the church and he “does not give permission to cross their property” They have hired an attorney to stop the truck traffic from driving across Leavenworth.

    The public comment period started May 12th and will go to June 12th. After they review ALL public comments they will modify the Remedial Action Plan (RAP) if required and then approve the RAP . We were assured by Maya Akula that our comments will be reviewed and responses will be sent to anyone who made/sent comments.

    The work is going to take place Monday through Saturday from 7 a.m. to 6 p.m. A start date was not given.

    I think the problem with this whole project is that every agency reviews and approves their own work. No one reports to anyone and LAUSD can do what ever they want, including bulldozing historical building they promised to save.
